Kids...........if your balls havent dropped and your ear piercing squeaky
noise erupting from your mic, wanting the rest of the server population
to pull you thru the internet and strangle you..............mic spamming!

Douches that have nothing better to do then get on their mics to
insult, scream and irritate the server population...............mic spamming!

*edit* I am sure there is more but I am tired.
           Mic spamming is determined by whom ever your mic/music is irratating
           Best not do it regardless you can get banned without warning

Mic spamming --  This when a player comes into the server trying to irritate others with their voice, sounds, or music over his/her microphone.

Talking over the mic isn't an issue unless in an excessive nature to annoy others. As for music, or sounds just ask if it's ok first, and most of the time people will not care. If someone wants you to stop playing the sounds/music however stop instantly, and don't do it again or it will be considered mic spamming. It's that simple, and if you are unsure whether it's mic spam or not record a demo and post it for an admin, or call one into the server to make a final decision.

Sometimes the server might not care if music or short clips are being played.. but sometimes theres people that just don't want to hear it. Yes they can use the Mute Player In Game.. but they shouldn't HAVE to.
