It can't go through. Not only would this most likely cause a riot throughout the US (and any other places that may get involved because of this), it's an invasion of privacy and a technical breach of the first amendment in some cases. Not to mention, sites like Google and Bing would probably get taken down since they are search engines that constantly bring up copyrighted content. It would cause more problems than it would solve.

I'm pretty sure that if it passed, 1.6 billion people in the US vs 100 Senate + 1 president + maybe 40 Secret Service + 160,000 servicemen who most likely wouldn't be allowed to harm civilians + 435 House Reps + a handful of workers in the White House, the 1.6 would win, if they got violent.

300 million people plus roughly 10-20 million illegals still falls far short of 1,600 million or 1.6 billion
